The ADA compliant restroom meets ADA standards and the handicap accessible is a smaller version but does not meet ADA guidelines. The big difference is size.

The City is mandated by the State of California to divert 50% of the City’s wastes from landfill disposal every year, and has initiated programs to achieve that goal. Diversion rates measure (usually by weight) the portion of waste not sent to the landfill. Tracking your diversion rate over time is the way to measure the effectiveness of reuse, recycling, and organic composting programs.

Every 2 to 3 years no more than 5 years, depending on occupancy, water usage, and soil conditions.

Sewer backing up into the home, smell at the tank and your toilets will start to bubble and gurgle

It could be close to the surface or over 3 ft deep. If it is over 3 ft deep you would need to hire someone with a machine to machine excavate the lids for you. It depends on the depth and also what kind of soil you have on the property. If it is hard digging it would require more time.

95% of septic tanks have 2 lids unless it was installed before the 1970’s it may only have one lid.
